South Carolina Lawmakers Push New Bill to Legalize Online Sports Betting
Online sports betting could be on the horizon for South Carolina, as new legislation aims to legalize and regulate the industry. Sen. Tom Davis (R-46) has introduced SB 444, which would allow up to eight online sportsbook operators in the Palmetto State.

Key aspects of the proposed legislation:
- 12.5% tax rate on adjusted gaming revenue
- $100,000 application fee and $1 million license fee
- Minimum betting age of 18
- Operators must be active in at least 5 other states
- Daily fantasy sports would also be legalized
The tax revenue distribution plan includes:
- 82% to the general fund
- 10% to local governments
- 5% to problem gambling treatment
- 3% to commission operating expenses
The bill mirrors HB 3625, introduced by Rep. Chris Murphy (R-98) in December 2024. Both bills are currently in committee review.

A new South Carolina Sports Wagering Commission would oversee the market if legislation passes. Operators would be allowed to deduct promotional spending from gross gaming revenues when calculating taxes.
